You've probably seen videos like 40s New York in color and 4K on the web. And when they wanted to do the same with their videos from kindergarten, it turned out that they needed some kind of neural networks. And I will tell you how to do it in almost one click.
Topaz Video Enhance AI is an application for Windows and macOS that easily helps to upscale video up to 8K without losing quality, and even improving it.
When you first launch the application, you will see a screen with a three-step tutorial. Basically, it only takes three steps to improve a video: open the video, choose the options you want, save the video.
And in fact, this is how it all happens. For example, I downloaded this video from YouTube in 480P resolution and added it to Topaz Video Enhance AI. Topaze 
The next step is to set the parameters for the upscale video.
In the Processing section, you can select one of six neural networks that will process video. What is the difference between them, I will not tell you - everything is written in the appendix.
Setting is responsible for the quality of the output video. You can choose a percentage, enter your own, or choose values ​​- up to 8K.
In the Format section, you need to select the output file format and the save path.
Additionally, you can trim the video and select the video card with which you will work.
After setting all the parameters, it remains to click Start Processing, and after a while an improved version of the video will appear in the selected folder.
In practice, everything is not so rosy, and the result depends entirely on the power of your computer. Under no circumstances will you be able to turn a video (even 10 seconds long) into a masterpiece in 8K on weak hardware.
On my computer with Intel Core i7 and 32 GB of RAM, I could not even upscale to 1080p.
