At the end of the 19th century, the city authorities took part in infrastructure construction: streets were put in order, electric cables were pulled to the areas under construction, water supply and sewerage were laid.
The best architects of Moscow were involved in the implementation of projects of apartment buildings. The main styles that were used in the construction of such residential buildings were Art Nouveau, Neo-Russian and Neoclassicism.

Homeowners attracted well-known tenants as they were the best advertisement for an apartment building. Some tenement houses had a social orientation - for example, tenement houses for professors around the university.
